It’s not just that Tolstoy is such a good writer but that he knows what to write, he always picks the correct details and never wastes a single word. When he describes the town and the rain and then how everything in the distance shimmers in the light, he then sends a cannonball flying and we watch it fly through that space. He always knows the right POV to follow.
