Malory screws up here because this is NOT Excalibur, it’s still the sword of state from the stone. Arthur sets up his council as part of the first steps to bring order to / creation of the state.

Merlin knows everyone’s secrets, as seen in the Prose Merlin’s story of the unfaithful judge. Merlin’s power is information (dirt) on literally everyone. Arthur tells the kings they will bow to him.

The other kings all hate (beardless) Arthur and they lay siege to him. Fifteen days later Merlin shows up to prove Arthur’s true lineage to the angry kings.

Finally everyone kneels to Arthur who is now King ….. and now he has to listen to everyone’s complaints about wrongs done to them since Uther’s death. Being King is an administrative nightmare. Arthur will have to figure out how to bring order to the land; he goes to Wales for the great feast of Pentecost.
